Building Permit

A Building Permit is an official document issued by the Office of the Building Official (OBO) that authorizes the construction, renovation, alteration, or demolition of any building or structure. It ensures compliance with the National Building Code of the Philippines (Presidential Decree No. 1096), which establishes standards for safety, structural integrity, and zoning requirements. The permit is required to ensure that all construction activities meet local and national regulations to protect public welfare, life, and property.


REQUIREMENTS IN APPLYING FOR A BUILDING PERMIT

 

1.       DULY ACCOMPLISHED FORMS

Ø  Building Permit- Unified Application Form

Ø  Electrical Permit

Ø  Sanitary / Plumbing permit

Ø  Mechanical Permit – (usually for commercial, industrial, institutional but NOT limited to Residential)

Ø  Electronics Permit – (usually for commercial, industrial, institutional but NOT limited to Residential)

Ø  Fencing Permit

 

2.       PROOF OF OWNERSHIP

Ø  TCT (Lot Title) – certified from the Registry of deeds (located @ left wing Gnd Flr Pque Cityhall)

Ø  Tax Declaration    (furnish a copy from Assessors office, located @ Gnd Flr Pque Cityhall)

                                                               i.      Lot ( for newly proposed project and renovation projects)

                                                             ii.      Improvement (for renovation projects)

Ø  Updated Tax Receipt/s (furnish a copy from City treasurer’s Office, located @ Gnd Flr Pque Cityhall)

Ø  Valid ID of applicant

Ø  Notarized Authorization of Representative

Ø  In case applicant is not the Owner

                                                               i.      Notarized Contract of lease

                                                             ii.      Notarized Deed of absolute sale

                                                            iii.      Notarized Contract to sell

                                                            iv.      Secretary Certificate / Board Resolution / SPA of signatories

 

3.       LOCATIONAL CLEARANCE FOR CONSTRUCTION (ZONING CLEARANCE)

Ø  Neighbors Consent

Ø  HOA Clearance

Ø  Brgy. Clearance

 

4.       PLANS AND TECHNICAL DOCUMENTS (6 sets of plan & 3 sets of technical documents)

Kindly refer to the National Building Code of the Philippines and other referral codes on the guidelines of preparation of plans and its technical documents. Attached updated PTR /PRC of all technical signatories with original sign and seal.

Ø  Lot plan with Actual Relocation Survey Certificate duly signed and sealed by a Licensed Geodetic Engr.

Ø  Architectural Plans and Documents duly signed and sealed by a licensed Architect.

Ø  Structural Plans and Documents duly signed and sealed by a licensed Civil Engr.

Ø  Electrical Plans and Documents duly signed and sealed by a licensed Professional Electrical Engr.

Ø  Sanitary/ Plumbing Plans and Documents duly signed and sealed by a licensed Sanitary Engr / Master Plumber.

Ø  Mechanical Plans and Documents duly signed and sealed by a licensed Professional Mechanical Engr.

Ø  Electronic Plans and Documents duly signed and sealed by a licensed Professional Electronics Engr.

Ø  Fence Plans and Documents duly signed and sealed by a licensed Architect or Civil Engr.

Ø  Soil Boring Test Result – required for projects 3sty and above

 

5.       CLEARANCES FROM OTHER GOVERNMENT AGENCIES

Ø  DOLE CLEARANCE (located @ Maligaya St. Ermita, Manila) – required for all Building Permit Applications

Ø  CAAP CLEARANCE  (located @ Pasay City Terminal 2) – required for proposed application within 4 km radius of airport runway ends determined by the Geodetic Engr.

Ø  MMDA CLEARANCErequired for applications bounded by any form of Water Ways such as creek, river etc.

Ø  DEVELOPMENT PERMITrequired for housing applications such as Condominium, Socialize housing and the likes.

Ø  Other clearances from various governmental authorities as prescribed by the National Building Code of the Philippines

Ø  Other documents that maybe required by this office upon evaluation of its application necessary in issuing the Building Permit.

Ø  Public Liability Insurance

Ø  Previous Certificate of Occupancy – for project with existing structures

Building Permit (For Approved Application)


The Building Permit process flow for approved applications involves the following steps:

  1. Submission of Complete Requirements: Applicants submit all necessary documents to Window 1 of the Office of the Building Official.
  2. Evaluation and Approval: The submitted documents are reviewed by the appropriate divisions. If the application meets all requirements, it is approved.
  3. Claiming the Order of Payment: Applicants can claim their Order of Payment at Window 2B.
  4. Payment of Fees: Applicants pay the required fees at the Treasury Office located on the ground floor.
  5. Submission of Official Receipt: After payment, the Official Receipt is presented at Window 2B.

For applications that are disapproved, all documents will be returned to the applicants (STEP 3) for compliance and necessary corrections. Upon resubmission all applicants will go back to (STEP 1) day 1.

 DESIGNER’S GUIDELINES – PARANAQUE


STEP 1 : DETERMINE CHARACTERISTIC OF THE LOT

**THINGS TO CONSIDER: 

  • ZONING CLASSIFICATION – refer to CITY PLANNING AND DEVELOPMENT OFFICE
    • Determines what kind of project/s would be allowed on a certain lot
  • HEIGHT RESTRICTION – refer to Civil Aviation and Authority of the Philippines
    • Paranaque is near airport hence the need for consultation on project with distinct heights   

STEP 2 : TECHNICAL PLANNING CONSIDERATIONS


LINE & GRADE:

  • LOT PLAN – WITH VICINITY MAP
  • ACTUAL RELOCATION SURVEY CERTIFICATE – should not be later than 2 yrs, include the proximity of nearest runway edge (beyond or within the 4 km. radius)
  • SITE DEVELOPMENT PLAN Site Development Plan showing technical description, boundaries, orientation and position of proposed building/structure in relation to the lot, existing or proposed access road and driveways.  Existing buildings within and adjoining the lot shall be hatched and distances between the proposed and existing buildings shall be indicated.


ARCHITECTURAL:

  • Pag poprovide ng mga setback sa mga R-1 zone areas (BF Homes, Multinational Vill. etc.). Sa Front – 3.00meters, Sides – 2.00meters, at Rear – 2.00meters (PD 1096 SEC 804 TABLE VIII.2 & CIVIL CODE SEC 5 ART. 670)


  • Pag poprovide ng 20% open space sa Residential projects at 15% open space naman sa Commercial, Industrial & Institutional Projects simula Ground Floor Pataas. (PD 1096 SEC 803 Fig. VIII.8)


  • Pag lalagay ng Open Court (Rear Open Court) sa mga cluster o grupo ng mga bahay, may sukat 2.00 mts x 1.50 mts. at may area na hindi baba sa 3.00 sqm. (PD 1096 SEC 804.5 Fig. VIII16.)
  • Pagpoprovide ng tamang bilang ng parking slot sa Proposed Project base sa number of units (residential Apartment), Floor Area (Commercial, Industrial & Institutional). (PD 1096 SEC 707.4 TABLE VII.4.)


  • Paglalagay ng Loading & Unloading sa mga Commercial grocery store and likes at sa mga Industrial Projects (PD 1096 SEC 707.4 TABLE VII.4. & NBC MEMORANDUM CIRCULAR NO. 2 Series of 2016)


  • Paglalagay ng Right Road of Way (RROW) sa mga Multiple Dwelling Units Residential or Apartments (PD 1096 SEC 811 FIG. VIIIG.3 & VIIIG.5)


  • Paglalagay ng Secondary Stair o Fire Exit sa mga Multiple Dwelling Units Residential Apartments, Commercial, Institutional at Industrial 1-sty pataas base sa number of occupants na gagamit. (PD 1096 SEC 1207)


  • Pagpoprovide ng BP344 provision sa mga Commercial, Instiutional at Industrial Projects katulad ng Rampa at Hiwalay na Cr na may sukat na 1.70 meters x 1.80 meters na may grab bar (BP 344)


  • Tamang scale o sukat sa pag plot ng plano sa blue print 1:100 mts., paglalagay ng mga dimension sa SDP, Plano, Elevation at Section (PD 1096 SEC 302)


STRUCTURAL:

  • The recommended structural design must adhere to the latest updates of both the National Structural Code and the National Building Code of the Philippines.
  • For any project that adds extra floors, extends the second story, or changes the structure in any way, you must provide a certification confirming the stability of the structure
  • Structural Analysis and Design for all buildings/ structures except for one storey and detached building/ structures with a total floor area of 20.00sq. meters or less. (NBCP C.1 Rule III, Section 302)
  • Make sure that every structural part in your designs is clearly labeled and easy to read.
  • The structural plan and structural analysis should correspond with each other.
  • When using Structural Engineering Software, the 3D/2D model data input must be included in the Structural Calculation document.



  • Dimensional Limits of Columns. The shortest cross-sectional dimension, measured on a straight line passing through the geometric centroid shall be at least 300 mm: The ratio of the shortest cross-sectional dimension to the perpendicular dimension shall be at least 0.4 (NSCP 2015 Section 418.7.2.1)


  • ·         Dimensional Limits of Beams. Concrete Cover = 40mm, Stirrup’s size = 10mm, Rebar Size = 16mm, H = 400mm, B = 200mm, Effective Depth = 342 (NSCP 2015 Section 418.6.2.1.a)

ELECTRICAL:

  • ELECTRICAL DESIGN ANALYSIS
    • LOAD DESIGN ANALYSIS ( AREA METHOD)  THIS INCLUDES COMPUTATION OF BRANCH CIRCUITS, SUB-FEEDERS, FEEDERS, BUSWAYS AND SERVICE ENTRANCE
    • SHORT CIRCUIT ANALYSIS
    • VOLTAGE DROP CALCULATION

  • AMPACITY OF MOTORS, REFER TO PEC SCHEDULE OF MOTORS BASED ON RATING


  • IF RATING OF MOTORS IS SPECIFIED SUBMIT SPECIFICATION OF EQUIPMENT SIGNED AND SEALED BY PEE. THIS CAN BE APPLIED TO LEGALIZATION APPLICATIONS AS MOTORS WILL BE ACTUAL PRESENT.


  • IF MAIN BREAKER IS 200 AMPERE AND ABOVE APPLICATION SHOULD HAVE SIGN OF PCAB CONTRACTOR WITH SPECIALTY: ELECTRICAL ALSO SUBMITTED PCAB CERTIFICATE SHALL BE REQUIRED

  • OTHER REQUIREMENTS REFER TO NATIONAL BUILDING CODE AND PHILIPPINE ELECTRICAL CODE


PLUMBING: 

  • ISOMETRIC DIAGRAM OF COMPLETE SYSTEMS  
  • FOR VISUAL REPRESENTATION OF A BUILDING PLUMBING SYSTEM SHOWING HOW THEY ARE INTERCONNECTED THROUGH THE SYSTEM
  • PROVISIONS FOR BP344 - ACCESSIBLE WATER CLOSET STALLS SHALL HAVE A MINIMUM AREA OF 1.70 M X 1.80 M WITH GRAB BARS (FOR COMMERCIAL, GOVERNMENT ESTABLISHMENTS)
  • PROVIDE THREE (3) CHAMBER SEPTIC TANK - IN COMPLIANCE WITH ORDINANCE NO. 19-06
  • PROVIDE GREASE TRAPS OF ADEQUATE CAPACITY WHEREVER GREASY WASTES FROM HOTELS, RESTAURANTS, CLUBHOUSES OR SIMILAR EATING PLACES ARE DISCHARGED INTO A SEWER OR SEPTIC TANK
  • GARAGE, AUTO REPAIR SHOPS AND GREASING RACK DRAINS SHALL BE INTERCEPTED BEFORE ENTERING THE SEWER OR SEPTIC TANK BY A SUITABLE GARAGE TRAP OR INTERCEPTOR (CLARIFIER)
